Idiom

My idiom found: All bark and no bite

What it means: The saying means that someone can threaten you but will not do anything. As a dog does when you walk past I may look threatening by the bark but does not bite.

When can you use this idiom?: When someone is shouting at you but they can practically do nothing as they like said "before All bark and no bite."
